Hi Steve,

I think if you are using the singularity containers with the public repos your best bet is to use jedi-bundle this includes fv3-jedi as well as other packages.

These steps worked for me to be able to build in the latest singularity container:
#start the singularity shell
`singularity shell -e jedi-gnu-openmpi-dev_latest.sif`

#make a directory to put the source and build in
`mkdir jedi`

`cd jedi`

#clone jedi-bundle
`git clone https://github.com/jcsda/jedi-bundle`

#make build directory
`mkdir build`

`cd build`

#load spack-stack
`source /opt/spack-environment/activate.sh`

#set cmake\_root variable
`export jedi_cmake_ROOT=/opt/view`

#run ecbuild
`ecbuild ../jedi-bundle`

#build
`make -j4`

I wonder if these will work for you also?
